Project: Implementing the Istanbul Convention, identifying needs for action

Project period: June 2023 to May 2024

The realities of women’s lives[1] in our society are diverse. The same applies to the women who gender-based violence Women’s shelters and specialist counselling centres have the aim of potentially all to offer women affected by violence access to protection and needs-based support, regardless of their respective living conditions and resources.

With the "Inclusive Support System" project, Frauenhauskoordinierung eV (Women's Shelter Coordination Association) focuses on this diversity of women and children affected by violence. To ensure comprehensive protection from violence for all affected, it is important to expand psychosocial care and needs-based support, especially for those victims of domestic violence who are exposed to multiple discrimination and are therefore particularly vulnerable.

The “Inclusive Help System” project therefore initially aims to identify relevant needs in professional practice and to derive the necessary measures from these needs.

The “broad” concept of inclusion

FHK understands inclusion as a human rights-based demand for the full and equal participation of all people in all areas of life. According to the UN Convention on the Rights of Persons with Disabilities, inclusion encompasses not only the diversity characteristic disability Numerous other categories, such as age, (social) background, worldview, and sexual identity, are considered. This expanded understanding of inclusion shifts the focus from the "individual that is not a suitable fit" to the "institution that is not (yet) inclusive." In the context of violence protection, this means addressing the question of how women's shelters, refuges, and specialized counseling centers, and their services, can be made even more inclusive so that all women and their children have access to protection.

As part of a needs analysis, the support system will be assessed to ensure its inclusive development. This will focus on the specific support needs of women affected by violence and experiencing multiple discrimination, and evaluate experiences with access barriers and support services in support system facilities.

Based on the results of the needs analysis, approaches to action and tailored offers for the assistance system will then be designed.

Through coordination and knowledge transfer, the project aims to support inclusive development processes in women's shelters and specialized counseling centers. In addition to continuing education programs in the field of inclusion, FHK plans to hold a conference on inclusion and protection from violence in spring 2024.

 

The project is funded by the Federal Ministry of Education, Family, Senior Citizens, Women and Youth (BMBFSFJ).
