The Social Compensation Act (SER), which affects the current Victims' Compensation Act (OEG) and the War Victims' Benefits Act (BVG) from 1950, which provides for the care of war victims, their families, and survivors, is to be reformed. It is intended to meet the changing needs of those affected, especially victims of violent and terrorist acts. The definition of violence will also be expanded to include psychological violence.
The Federal Ministry of Labor and Social Affairs (FHK) presented a comprehensive initial draft in 2017. Following numerous comments and the identification of significant points of criticism, the ministry presented a revised draft bill at the end of November 2018. Apart from simplifications in the proof of causality between the violent act and (psychological) consequences, the FHK criticized, in a statement, rather deteriorations compared to the first draft.
